Two more people have been arrested in connection with a theft at London's Heathrow Airport in which 21 people were injured by what is thought to be an irritant spray, according to law enforcement.

A 24-year-old man, was taken into custody in the Lambeth area on suspicion of robbery and assault and a woman, 23 was detained on suspicion of conspiring to commit a robbery. They both are still being held, authorities confirmed.

The arrests follow a probe into an attack at the multi-storey car park at Terminal 3 this past Sunday. Before the incident, a pair of female travelers were robbed of their luggage after getting out of a parking garage elevator.

A three-year-old girl was one of the those hurt during the incident. Five people were taken to the hospital for treatment and were later discharged.

Police arrested a 31-year-old man for suspected robbery and assault near the scene. He was subsequently released pending further inquiries while inquiries continue.

Authorities were called at approximately 8:10 in the morning GMT following reports of several individuals hurt by a noxious substance believed to be pepper spray.

The attack - an event that authorities stated was a standalone incident and not considered an act of terror - resulted in train delays and the partial closure of the Central Terminal Area tunnel and the Terminal 3 parking facility for a short time.
