US senators are meeting during the weekend for the initial time since the federal closure began more than a month ago, but expectations for a bipartisan agreement on how to end the impasse appeared to diminish as GOP senators floated a proposal toxic to Democrats: eliminating the ACA, called Obamacare.
Growing Consequences of Government Shutdown
The impact on US citizens from the longest shutdown of the federal government in history deepened on Saturday, as federal workers went unpaid, airlines were forced to cancel flights and SNAP benefits have been postponed for forty-two million Americans.
President's Proposal from Florida Resort
As Saturday's session got started, GOP senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.
"My recommendation is to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Republican Support
Several Republican senators praised the plan, which is comparable with a alternative for Obamacare proposed in 2017.
"We will replace this failing program with something that is actually better for the patient," one senator said.
Another senator praised Trump's proposal on social media, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We must stop taxpayer money from going to insurance companies and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Reaction
Opposition senators expressed concerned responses to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator commented. "This is the same failed Republican plan that's been rejected by the public and Congress."
Another senator reacted to the censure of carriers by posting: "Well, Trump and the Republicans can't stand how the large insurance companies are overcharging Americans. Seriously? Then I welcome your support for universal healthcare."
Continuing Talks
The Senate adjourned without reaching a solution, but Senate Republican leaders have indicated an willingness to an emerging plan from a small group of centrist lawmakers to terminate the shutdown in return for a future vote on the Obamacare payments.
One Democratic senator, who is spearheading the negotiations among moderates, said that Democrats "need another way ahead" after Republicans turned down an proposal to reopen the government and extend the subsidies for a year.
Another leading Democratic lawmaker continued in maintaining that Republicans should accept a 12-month continuation of the subsidies before negotiating the future of the tax credits.
"Inaction is derelict because citizens will go into debt, people will become uninsured, people will get sicker," the senator stated in a Senate address. "That's what will happen if this Congress fails to act."
Partisan Dynamics
Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the support of several Democrats to reopen the government, and the idea of repealing and substituting Obamacare with HSAs is improbable to earn a solitary Democratic vote.
Several analysts suggested that the core of such a proposal would eliminate the ACA's requirement that carriers cover patients with existing health issues.
After his golf outing, Trump went back to his private club and reiterated on his demand that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a version of the proposal that failed to secure enough support in 2017.
