The Demise of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been defused. A American diplomat spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Peace Talks and Military Action

The chain of contrasting events captured the bleak nature of the recent timeframe. By day, political struggles are fought: hopeful statements are released from various governments. Considerable effort is devoted on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".

After-Dark Attacks

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was laid bare. Ukraine is equipped to monitor projectile deployments from across the border, a capability provided through current data. From witness perspectives, Ukrainian air force fighter jets that had been dispatched to intercept incoming cruise missiles flew past – sophisticated military planes provided to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons engaged: several firings deployed against a hostile projectile. This was a sophisticated defense system at work, probably supplied through Western nations. Every launch shakes the surroundings, causing tremors. The moment of terror quickly becomes grim resignation: perhaps the approaching threat won't hit its mark this time, sparing the city from devastation and further power outages.

Persistent Threats

Soon after, a automatic firearm fired at a aerial vehicle in the vicinity, part of a defensive team – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

Periodically, this continued until dawn. Kyiv faced the morning news: several casualties, devastation and heating outages in numerous residences as a result of the evening attack. As always, everyone still maintained normal activities – living the war. But those full day demonstrated Ukraine's essential dependence on Western support – a dependence that European nations are evidently unprepared to fill in the immediate future.

Failed Diplomacy

The 28-point plan from Washington sparked intense emotion, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.

Every new proposal from Washington follows the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, undoubtedly, continue.

Tactical Assessments

It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the whole story. US administration works based on a principle understood by experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is impossible to pressure the Kremlin to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not change more in its advantage in the near future.

Conflicting Perspectives

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its allies are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still endure, gradually sacrificing civilians and areas but avoiding a complete military breakdown until circumstances change in its advantage.

Present Conditions

Objectively, there are no actual prerequisites for a ceasefire. Now, personal considerations are becoming relevant: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their task will now be significantly challenging after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are driving the talks.

Conclusion and Outlook

It took a only one week to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, current information leaks, all achieved their purpose.

While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
